If your Ballast Water Management System (BWMS) is not fully operational - or your documentation is incomplete - you risk detention or recorded deficiencies.

Failing critical items (questions 1-6, 9, 10) can result in detention - your vessel will be held until the issue is rectified.
Failing less critical items (questions 7-8) results in non-detainable deficiencies - you can sail, but corrections will be required.
2025 PSC CIC: Ballast Water Management Checklist

1.* Is a valid International Ballast Water Management Certificate (IBWMC) on board? 2.* Is the approved Ballast Water Management Plan (BWMP) on board?
3.* Is the BWMP up to date with applicable requirements?
4.* Are officers and crew familiar with their duties under the BWMP?
5.* Is the Ballast Water Management System (BWMS) approved by the Administration/recognized Organization?
6.* Is the BWMS operational?
7. Was ballast water managed according to the BWMP?
8. Is the Ballast Water Record Book (BWRB) properly filled, including any exemptions?
9.* Is ballast water sediment management in accordance with the BWMP?
10.* If an exemption exists, are its conditions being implemented?
